2016 Conditions of Contest
Scoring: All matches are 28 boards long, scored in imps and converted to victory points according to a slightly modified ACBL 30-VP scale:

Format: There will be a regular season where every team plays the same number of matches against some or all of the teams in its bracket. The format of the regular season depends upon the number of teams in the bracket and is laid out in the appendix. Based on the regular season, four teams in each bracket make the knockout phase. The four teams are seeded based on their number of victory points in the regular season.
The top seed selects its semifinal opponent from the third and fourth seeds. If the second seed wishes, they may also make themselves eligible for selection by the top seed. The other semifinal is the two remaining teams. The winners of those matches play for the championship. There is a carryover in knockout phase matches of 1/3 of the imps from the regular season match if the team that won the regular season match finished with more VPs, and a carryover of 1/5 of the imps from the regular season match if the team that won the regular season match finished with equal or fewer VPs. If the teams did not play in the regular season, then there is no carryover. The maximum carryover for any match is 10 imps.
Dates: The deadline for submitting teams is March 1. The deadline for finishing the regular season matches is October 18. The deadline for the semifinal matches is November 15. The deadline for the final matches is December 31. Any matches not played will be scored as forfeits for both teams unless in the judgment of the commissioner one team is substantially at fault for missing the match in which case it will be a forfeit for that team only.
Tiebreakers: If there is a tie for victory points, the following shall be used to break the tie for seeding. In the event that multiple teams are tied, the steps are followed until a tied team is eliminated, then restarted from the top with the remaining teams. For example, in a three way tie where all three teams had 1 win and 1 loss against each other, then the team lowest ranked in victory points against opponents in common would be eliminated, and the tie between the other two would revert to head-to-head result.

If there is a tie during the knockout phase there will be a six board playoff. If the match is still tied, sets of four boards will be played until the tie is broken.
Bridge Irregularities: In the event of any bridge irregularity, if it is possible the team captains should agree on a ruling. If the captains agree, then the ruling is final. If the captains cannot agree on a ruling, then both should submit written statements of the event to the league commissioner who will make a ruling in consultation with a director. If there is disagreement about a ruling during the knockout phase, the teams should play the playoff boards in case the result of the ruling is a tie.
Allowed Conventions: In the top bracket, this is a mid-chart event. However to use a mid-chart convention, all of the ACBL rules must be followed, in particular pre-alerting the conventions and providing a copy of the authorized defense for those methods requiring one. In all other brackets this is a general convention chart event.
Seating Rights: Each team has seating rights for one half (chosen by coin flip if the captains both want the same half). If the captains do not consult before the match the trailing team has seating rights for the second half (and in that case if the score is tied, no team has seating rights). Seating rights do not include the right to choose your team's four players only after it is known which four from the opposing team is playing. If more than four players from either team are available and either captain desires, then both captains will list their four players for the half simultaneously. At that point the team without seating rights will sit where they wish and then the other team will sit where they wish. If no team has seating rights, then the list of players should also include seating position.
Forfeits: Teams are expected to play all of their matches, even if they are out of contention. That said, a forfeited match is scored as follows: The offending team receives 0 VPs and is removed from playoff eligibility. The non-offending team gets the maximum of (a) their average Victory Point total in all of their non-forfeited matches, (b) the average Victory Point total of the opponents of the offending side in all of the offending side's non-forfeited matches, or (c) 18 Victory Points. However if a team plays fewer than three matches, then any played matches against that team are cancelled. If this results in some teams playing more matches than others, then average VPs in matches played will be used to determine the entrants to the knockout phase. It is recommended that teams schedule matches early in the season to avoid having trouble finding dates in the last few weeks. If the round robin commissioner determines that a team has not made an adequate effort to schedule with another team, a forfeit may be awarded. Teams may not withdraw at the half of a regular season match.
Overall Awards: The winner and loser of the finals are considered to be the winner and runner-up of the event. Third place is the higher seed of the losing semifinalists, and fourth place is the lower seed of the losing semifinalists. In the event that more than four places are awarded, the teams that did not advance to the knockout phase are ranked by victory points in the regular season.
Reporting Results: All results must be reported to the league commissioner in a timely fashion and must include the following information:
- The score of each half, and the final score in IMPS. Scoring margin is not acceptable.
- The actual team members playing each half for both the winning and the losing teams.
Eligibility: Players receive match awards for the matches they play at least half the boards. To be eligible for the playoffs and for overall awards, a player must play at least half of the boards the team plays. To be eligible for the finals, a player must play at least half of the boards of the semifinals, not including any overtime boards. However if a team withdraws at the half of a semifinal match, all members of the other team that were eligible for the semifinal match are eligible for the final match. The league commissioner may approve exceptions for this regulation under exceptional circumstances. The commissioner will decide on a case by case basis.
Substitutions: All substitutions must be approved in advance by the league commissioner or the unit president. If a substitute is played without prior approval the team will forfeit the match. If the team they played scored more VPs than they would be given by a forfeit, they keep the VPs they actually scored. Substitutes must meet eligibility requirements for the bracket they are playing in. A team may add a substitute as a regular member as long as the substitute is approved and does not place the team membership above six members.
Any matter not listed in the conditions of contest will be resolved by the league commissioner. The decisions of the commissioner are final.
Appendix: Format by Bracket Size
5-8: Teams play a full round robin.
9: Teams are randomly split into three groups of 3, and each group plays all the teams in the other two groups. The playoff teams are those with the most VPs without regard to group.
10 or 12: Teams are split into two groups. Each team plays all of the teams in the other group. The top two teams in each group advance to the playoffs except that a team finishing third in one group advances instead of the second place team in another group if they finished with more VPs and beat the other team head to head.
11 or 13 or 15: Teams play a random subset of six of the other teams. The playoff teams are those with the most VPs. The commissioner should try to avoid these numbers as they are awkward to schedule.
14 or 16: Teams are split into two groups. Each team plays all the teams in its own group. In this case, the first and second seeds are given to the group winners even if a second place team has more VPs than one of the winners.
